 I think i have it understood about the DC-16 i have been reading and studying the links that you had posted.
I jest what to make share I'm wright so far OK. When writing the commands for the DC-16 this is what i have gotten form looking at how people have used it in there codes.   
              "!DC-16" address- (is %00 for outputs ),  command- (is high or low) and I'm lost at {,data{,data}} sorry for being slow lol.

I'm lost at you being lost!  ;) ... your assumptions are way off.

We have full documentation, demo code, and I even pointed you to a program I wrote for someone else.  I think you're getting too wrapped around the axle in theory -- why don't you simply wait for your DC-16 to arrive, connect some LEDs to it, and then start experimenting with our demo code and other bits; this is the BEST possible way to learn.
