Is there a way to import a basic stamp program into the vixen program

Nope; it's a one-way street: Vixen --> PBASIC Code.

I'm curious, why would you want to do this? Remember, the Prop-1 is a fully programmable controller that we're converting to a "brick" through a specific program. If it were a "brick" type product then one could upload the show as "bricks" have separate program and data storage spaces.

The Prop-1, though, is not a brick (in essence, we down-grade its capabilities by turning it into a "brick"); it is far more capable than basic sequencing so there would be no [practical] way for Vixen to interpret everything that the Prop-1 can do via PBASIC and convert that to a sequence.
