Can you use the prop1 for 8 inputs and the dc-16 for 8 to 16 different outputs?

No, you need to use P7 of the Prop-1 to give the DC-16 commands so you're limited to seven inputs on the Prop-1, then you have 1- to 16 outputs on the DC-16.
