Sorry in advance for the newb-tastic question

If I'm in the power switch 2 setting, and I set Pin to 1 to HIGH, does the Prop1 send 5V to the pin AND 12V to the corresponding output?

Yes and No.   ;D

When you make a Px pin HIGH, you do get 5v on Px.  On OUTx, however, what you get is ground -- this completes the circuit from the V+ common pin.  When you make Px LOW or an input, OUTx "floats" -- i.e., it gets disconnected (which breaks the circuit and disables the device connected to it).
