RC-4 requires power cycle before working

I just got a second RC-4 from another haunter, who said he'd bought it and hadn't used it.  (I had scored a bunch of the correct relays cheaply awhile back, and later found out the RC-4 had been discontinued!)  It works fine, except for one thing - it won't work unless you power cycle it after turning it on.

I have my old one connected to my Prop-2, loaded the RC-4 Test program onto it, and power them both with the same power supply.  The RC-4 works as expected.  If I swap in the one I just got, making sure all the jumpers are correct, and power both boards up, the RC-4 doesn't respond until I power cycle it.  Then everything works fine, I can even reset the Prop-2 and all is OK.

Any idea what's going on?  I suppose I'll have to live with this.

Not sure. Sounds like an iffy reset on the RC-4; cycling power is clearing that.
